William “Bill” Sproull passed away peacefully on May 2, 2024, with his wife and children by his side. After a long-accomplished life, he will be universally missed. Bill was born on July 1, 1953, in Kane, Pennsylvania, to Mary Margaret (Peggy) Moran and Robert C. Sproull. In his early years, he traveled around the globe with his military family.

His father served in the U.S. Army in the Dental Corps. Bill had the good fortune to live in the San Francisco area for several years and in Heidelberg, Germany. The family later settled in El Paso, Texas.

Bill attended Eastwood High School and the University of Texas at El Paso. It was here that he met his future wife and lifelong partner, Shelley Neuville.

He and Shelley moved to Lubbock where he attended Texas Tech Law School. He graduated with a juris doctorate in 1980, the same year that Shelley completed her undergraduate degree.

They married May 24, 1980, then moved to San Antonio, Texas, where they put down roots and had two children, Kelsey and Patrick.

Bill’s law career spanned more than 40 years. He worked for the Bexar County District Attorney’s office and the Department of Human Services. The longest portion of his career was spent at USAA, where he started in 1990 as an attorney.

Over the years, he achieved the position of associate general counsel. He mentored many young lawyers during his career, and he was loved for his kindness and sense of humor. He retired from USAA in July 2022.

The things Bill enjoyed the most were playing poker with friends, traveling with Shelley and spending time with his children and grandchildren. Bill spent a part of each day visiting his 103-year-old father at his retirement home until he passed.

Bill was a devoted son and a loving husband, father and grandfather.

Bill was preceded in death by his mother, Peggy, in April 2022. He is survived by his wife, Shelley; a son, Patrick; and a daughter, Kelsey Falcone, her husband Matt, and their daughters, Nora and Eliza; his father, ret. Col. Robert C. Sproull, two brothers, Robert M. and Brian, Brian’s wife Lezlie and their children Jessica and Robert: and a sister, Elizabeth Hemphill, her husband Dan, and their children Danny and Noelle.

A memorial service will be held at 1:30 p.m. on May 20, 2024, at University Methodist Church on DeZavala Road.
