The Kendall County District Attorney’s Office believes there are more victims of a car dealership’s alleged fraudulent acts than those who have filed police reports, and it wants to find them.
District Attorney Nicole Bishop's office pinned a “Victim Questionnaire” on its website and Facebook page, seeking comment from vehicle owners who may have had dealings with Richard Hovey Sr. or Richard Hovey Jr., particularly in the past seven years.
The pair were arrested April 16 and charged with theft over $300,000 and misapplication of financial property between $30,000-$150,000.
The pair operated Hovey Motorcars, a dealership established in 1998 best known for high-tier automobiles and luxury vehicles. The business relocated to Boerne in 2018.
The nearly yearlong investigation involved multiple victims and numerous reports filed over the course of several months, according to Boerne police.
During the investigation, detectives said they uncovered an elaborate system that saw the pair illegally acquiring victims’ money — the value of which was tied to the vehicles — without the vehicle owner’s permission and intending to keep it for themselves.
Police also allege funds totaling $300,000 were taken as part of an illicit plan.
“We believe there are additional victims beyond those who have already come forward,” the DA’s office stated in a recent release.
The DA appealed to anyone with information — “whether you were a former victim, employee, or vendor” — specifically after 2018 when the business was moved from San Antonio to Boerne, to contact the office.
The questionnaire contains 26 questions about possible customer interaction with Hovey Motorcars or either of the father/son duo. Questions include:
• Do you have a contract or any other agreement on paper regarding your vehicle?
• What was the agreed consignment price and what was your agreed percentage?
• Did you provide Hovey Motorcars with the physical title to your vehicle?
• If you experienced issues (e.g., delayed payment, title problems), when did you first become aware of these problems?
• What financial losses have you incurred as a result of your dealings with Hovey Motorcars?
• Have you reported this situation to the police or any other law enforcement agency?
