FAIR OAKS RANCH — Police Officer Michael De Hoyos received the American Heart Association’s Heart Saver Hero Award at Thursday’s City Council meeting after saving a patient suffering a cardiac episode.

“This has been a long time coming,” said Scott Burgess, assistant chief of emergency medical services for Bexar County Emergency Services District No. 4. “It’s not that often that we get to say, twice in one month, we had someone whose life was extremely impacted, changed and saved.”

Burgess said he received an email from the American Heart Association seeking to recognize someone whose commitment to helping others reflects the very best of public service.

According to Burgess, De Hoyos responded to a cardiac arrest call at a residence on Nov. 22, 2025. De Hoyos arrived before emergency medical services and began cardiopulmonary resuscitation before using his automated external defibrillator on the patient.

“All Fair Oaks Ranch police officers have AEDs and we provide training for them,” Burgess said. “Officer De Hoyos started CPR, used the AED, shocked the individual one time, and the individual regained a pulse.”

The patient was transported to a hospital, where he remained for four days while receiving additional treatment.

“But the best part of this is what happened after that,” Burgess said. “He (the patient) returned home and returned to a completely normal life after that incident.”

That same month, De Hoyos responded to another call in Bexar County, where he again provided lifesaving assistance to a patient alongside Bexar County Sheriff’s Office deputies.

“Thank you very much for your service,” Burgess said as De Hoyos received the award before the council.

Mayor Greg Maxton also expressed his gratitude for De Hoyos’ lifesaving efforts.

“It’s an honor to have you here,” Maxton said.
