Patricia (Patsy) Rand passed away peacefully on Saturday, May 6, 2023, in San Antonio Texas. She was born on January 30, 1935, in Newport News, Virginia to Alfred and Frankie Booker. She graduated from Hampton High School in Hampton, Virginia. While in high school she worked for two attorneys, one of whom was a State Senator. She married Joe J. Elliott and had three children, Susan Gail Elliott (Pryor), Joseph Cary Elliott and Elizabeth Ann Elliott (Vera). The family was transferred to Texas in January 1962 as part the NASA relocation and settled in Friendswood, Texas that same year.

Patsy started working at NASA in 1971 as an administrative assistant in the office of the Director of Administration and Program Support. The office was also the liaison between all the colleges and universities interacting with NASA. It was here where she met Dr. James (Jim) Rand when he brought a group of Texas A&M Aerospace engineering students for a NASA site tour. Patsy and Jim were married on May 18, 1974, and relocated to Bryan, Texas. In Bryan, Patsy worked as an administrative assistant and bookkeeper for the Bryan/College Station Arts Council and then for Dr. Phil Gramm on his House of Representatives campaign and subsequently his local congressional office. Patsy and Jim moved to San Antonio, Texas in 1979. Over the years, Patsy could be found volunteering for numerous organizations such as the Junior League, PTA, Cross Mountain HOA and employee groups at NASA. Patsy volunteered with the American Cancer Society’s Reach to Recovery Program for mastectomy patients. She and Jim were members of St. Helena’s Episcopal Church in Boerne, Texas where they served on the columbarium committee and helped maintain the Memorial Garden. This was a special ministry for Patsy where she could use her love and knowledge of gardening to keep the columbarium grounds beautiful. Over the years, Patsy enjoyed needlepoint, refinishing furniture, wreath making, crafts, reading, researching family history and traveling. She traveled the US and Europe with Jim on numerous occasions and then hosted and entertained business associates and friends in San Antonio. She was a great hostess and enjoyed cooking and entertaining both family and friends.

She was preceded in death by her beloved husband of 48 years, James Leland Rand and her parents. She is survived by her siblings, Donald A. Booker and Elizabeth Booker Luck; her children, Susan Elliott Pryor and husband Mike, Joseph C. Elliott and wife Pam, Elizabeth Elliott Vera and husband Ramon; stepchildren, Patricia Weber, Michael Rand, Theresa Rand, Eileen Soliz, Christopher Rand and Elizabeth Humphries; 18 grandchildren and 16 great-grandchildren as well as numerous extended family members.

FUNERAL SERVICE: TUESDAY, MAY 30, 2023 1:00PM ST. HELENA’S EPISCOPAL CHURCH 410 N. MAIN STREET, BOERNE, TX 78006

The Reverend Jamie P. George will officiate. Interment of Patsy and Jim Rand will follow in the columbarium. The family requests in lieu of flowers, a memorial contribution be made to the Brookwood Community (brookwoodcommunity. org) or plant a tree in honor of Patsy and her love of gardening.
