Three vie for open District 3

Three residents filed to run for the soon-to-be-vacated Boerne City Council District 3 seat by the Aug. 15 deadline. 

Candidates Susan Friar, Phillip Kempf and Kyle Mickelsen all filed for the District 3 seat being vacated by Councilman Quinten Scott, who resigned July 8 after moving to a home outside city limits. 

The three will have their names on the ballot in the May 2026 election. 

Friar currently sits on the city’s Planning and Zoning Commission. A resident of Boerne for more than 28 years, Friar, 49, has been married for 26 years to Boerne native Carlin Friar, a Boerne ISD board trustee. The couple are parents to 21-year-old triplets. 

She works as a residential real estate professional and currently serves on both the Boerne Planning and Zoning Commission and the Impact Fee Advisory Committee, in her third term on each. In her spare time, she said she loves to travel and scuba dive.   

Kempf, 50, is a U.S. Air Force veteran and nurse at the Veterans Health Administration. His wife, Allison, is also an Air Force veteran and works in real estate. 

Their youngest daughter, Everleigh, attends Boerne High School and participates in Kendall County 4-H. Daughter Megan attends UTSA and serves as secretary of the Kendall County Republican Club. 

Their son Hudson, a recent Mike Rowe Works Scholarship recipient, is in trade school to become a welder. Their oldest daughter McKayla, a former Air Force member, is attending college as well. The Kempf family moved from Schertz to Boerne in 2021 after buying a home. 

Mickelsen, 49, is the lead estimator, sales and project manager for Quest Masonry Inc. He has been a Boerne resident for more than 19 years. 

His wife, Rachel, is the clinical director at Warriors Heart in Bandera. They have raised five children in the Boerne community, with a daughter currently a freshman at Boerne High School. 

According to the City Charter, Scott may continue to serve until the vacancy is filled by City Council in May.
